APEX Leadership

Eric Flores, RN, CEO

Eric Flores, RN was born in rural Edinburg, Texas. After his High School graduation, he joined the US Army, was trained and excelled in his leadership skills. He was selected to serve as the Attaché to a General, and helped to both advise on multiple issues and execute orders and directives, to higher ranking officers. The many learned lessons, that the military provided Mr. Flores included strategic analysis, operationalization of tactical objectives, sequential planning in supply chain management and comprehensive quality assessment.

These valuable lessons facilitated Mr. Flores’ leadership skills, while employed at the Texas Youth Commission – where he was valued by both his fellow employees and supervisors. He rapidly climbed the ranks of this State Agency, until reaching a supervisory position. Concurrently, he utilized the G.I. Bill to further his education and obtained his Register Nurse certification / license. As a Registered Nurse, Mr. Flores acquired critical thinking skills and a broad medical knowledge base. He focused on geriatric patients and identified keys challenges, older adults had to overcome. This expertise was the founding conceptual base, for the establishment of APEX Primary Care.

He then established APEX Primary Care in 1999, a modest agency – destined to evolve into the current major organization, with over a thousand employees and serving over 1,500 patients per year. His leadership manifested through both the organizational development, the excellence in service provided to his patients and the grooming of his subordinate employees. Because his dedication and commitment to the community – the APEX organization grew and was widely accepted. Strategically, Mr. Flores placed his organization in a position to serve those home bound patients, who could not leave their homes and depended on APEX staff, who were professionally trained to serve these patient with dignity and compassion. APEX became a leader within the “home space” where this high quality of patient care takes place.

A key strategy of Mr. Flores’ efforts has been advocacy – both within the community where the patients that APEX serves and reside and for the the Provider / Attendant industry. Mr. Flores has attained a professional working relationship with Texas Governor Greg Abbott and Federal Senator John Cornyn. This open door access, has facilitated Mr. Flores’ input on a variety of issues effecting the patients he serves. Through planned grooming of his subordinates – Mr. Flores was able to recognize the leadership potential in Mr. Jon Scepanski, COO of the organization. His careful direction and support has lead to Mr. Scepanski’s affiliation with The Texas Association for Home Health and Hospice (TAHC&H), which has lead to his achievement of leadership roles within that principle industry organization, including his current role as President of the organization. This advocacy has placed APEX in a leading role, among Home Health Agencies, with the State of Texas.

Mario Flores – Administrator

Mario Flores, grew up in Houston and the Rio Grande Valley – Mission and Edinburg. After graduating from Edinburg High School in 1991, he continued his education at the Houston Art Institute, and majored in Video Production and Music. After graduation he returned to the Valley and initiated employment with KGBT – TV and became their Technical Director for six years, then he was employed by Telemundo and lead their effort to initiate a daily news production and broadcast. He join Univision as a News Engineer and produced the daily news segment. During this same time, Mario became a certified Nurse Assistant, worked at Mission Hospital and gained very important insights, on how to best work with ailing patients.

It was at this time, that his Brother – Eric Flores, made him an offer, that he couldn’t refuse. Eric wanted for Mario to join the efforts to make APEX a better organization. Mario started as a Field Supervisor, meeting with patients and assuring they received the services they qualified for and were satisfied with their assigned services. He was able to adapt the very tight broad cast schedule, to the scheduling of “Providers” and assuring quality control of their delivered services. He was promoted to Administrator, several years later. He very much enjoys working with Eric, as he sees that his collaboration has produced a “Family Based Organization” which instills their “Family Values” in making it all “about the patients”! Their vision of the patients – FIRST and CENTER and everything else – falls in place – has worked great! He believes this prioritization has made APEX, one of the largest Primary Home care providers in Texas.

He continues his efforts to facilitate the growth of APEX Primary Care, while at the same time improving and enhancing services provided to patients, so that they can enjoy their golden years in the comfort of their own home.

Jonathan Scepanski, CHIEF OPERATING OFFICER

Mr. Scepanski is currently the Chief Operating Officer with Apex Primary Care, where he has been employed since 2005. He handles the day to day operating activities, including management. He is involved in developing and establishing operating policies to support overall company policies and objectives.

Recently, Mr. Scepanski has integrated a Telehealth program, that includes Telemedicine and Telemonitoring. He is a political advocate for the healthcare industry and takes part in the policy and rule making process with the Texas Health and Human Service Commission. He is President of The Texas Association for Home Care & Hospice, an organization he has participated with since 2013. He participates on multiple committees, including Government Affairs, Community Care, and is a member of the PAC Council.

Mr. Scepanski is an active member of local community advisory work groups with the Managed Care Organizations, (Superior, CIGNA HealthSpring,) in South Texas. He has been part of the STAR+PLUS Quality Council Committee to advise the Health and Human Services Commission (HHSC) in making policy recommendations to ensure that recipients receive the services for which they’re eligible. He has attended Northwood University, with a concentration in Marketing and Management. Mr. Scepanski was appointed by Governor Greg Abbott to the Texas Funeral Service Commission, and currently serves as Vice Chair of that Commission.
